Ramsey County developed and evaluated four alternatives as part of the project. Technical analysis along with community feedback was utilized to move forward with a preferred roadway concept. Concept #4 was selected due to its overall safety improvements for both vehicle, freight, transit users, and pedestrians. The concept improves safety with the addition of roundabouts at the intersections of Empire Drive, L'Orient Street and Mississippi Street. Additionally it improves transit facilities and pedestrian connectivity along the corridor.
