Project Background
The City of Gillette is currently conducting a comprehensive review of the City’s park system to develop a Parks Master Plan, which will replace the 2009 parks document. This project is funded by the 1% Optional Sales Tax Fund, and it will include a complete park system inventory, review of ADA compliance, trail connectivity, and provide a fiscally responsible framework for future parkland development and maintenance. The plan will establish clear park typologies, evaluate Level of Service (LOS), prioritize cross-town pathway connectivity, and provide City Staff with an actionable 10-year Capital Improvement Plan (CIP) and daily operational tool, which will align with the 2025 City of Gillette Comprehensive Plan.
Gillette City Park System
The City of Gillette Parks Division is responsible for overseeing more than 661.11 acres of developed park land, including 2 regional parks and 40 neighborhood parks. Throughout the system, the division maintains over 67 miles of bike path trails that offer safe routes which provide recreational opportunities for walking, running, and cycling. All of the parks can be viewed on the City Parks StoryMap.
Planning Process
Throughout the course of the planning process, the project team will assess and inventory current park and recreation assets, evaluate challenges and opportunities for future improvement, and identify gaps in service. Public involvement is a critical component of the process; community members and local stakeholders will be invited to participate and share feedback throughout the duration of the project.
Current and projected community needs for open space and recreation facilities will be evaluated using national standards. The analysis will help the project team to gain an understanding of opportunities, constraints, and physical context; the analysis will include:
- Facilities Assessment: field inventory of existing parks, playgrounds, and public open space within the City.
- Other Community Amenities: identification of non-City recreation facilities that impact the community.
- Level of Service (LOS): evaluation of park typologies, service areas, and the recommended amenities for each type of park.
- Connectivity: evaluation of opportunities for improved connectivity across parks, trails, and other recreational amenities.
- Evaluation of Recreation Programming: developing a list of existing recreation programs available in the community, inclusive of City, non-profit, and athletic-association programs. Programs will be compared with the resources offered by existing facilities, as well as projected future needs and desires for program expansion.
- Fee Structure: assessing current fee structure and evaluating fiscal needs.
- Evaluation of Americans with Disabilities Act Compliance: existing parks and recreation facilities will be reviewed for accessibility compliance.
This process will identify and evaluate options for improving existing parks and open spaces to better meet the needs of the community. Options to be explored may include:
- Proposed open spaces corridors
- Existing Drainage Easement corridors
- Vacant/undeveloped land
- Potential to expand/renovate existing facilities
- Utility Corridors
- Overall Connectivity
- Concepts that respond to Stakeholder input
This Master Plan will be intended to serve as the documentation of goals and strategies, as well as recommendations for specific improvements. This will clearly state the community’s vision and provide a clear roadmap for City staff, political and community leaders, and the public to follow. The Master Plan will include:
- Clear
statement of community vision for Gillette Parks and Open Space.
- Description of proposed improvements for each existing and proposed park
facility.
- Suggested properties for acquisition, and proposed use for each parcel.
- Conceptual plans for major improvements.
- Overall City-wide plan or diagram describing connectivity, location, and high-level recommendations.
- Overview of current and projected future recreation programming.
- Recommendation for any fee structure changes.
- Implementation Plan that includes an Action Plan, Phasing Plan, Estimated Costs, potential Funding Sources, Programming Recommendations, and a Maintenance Plan.
