Eveleth – Virginia Municipal Airport (EVM) is in the process of completing an Airport Master Plan study to evaluate the airport infrastructure and facilities, identify the role the airport serves for the community and surrounding area, and identify what will be needed in the future. The Airport Layout Plan (ALP) will also be updated, this document is a drawing showing current infrastructure and proposed additions. KLJ Engineering LLC (KLJ) will be conducting this planning project while working closely with the Eveleth-Virginia Airport Authority.
The project began in July 2026 and is expected to be completed in Fall 2028. This study is being conducted in compliance with the Federal Aviation Administration (FAA) guidelines and includes several key elements as follows;
- Examine Existing Conditions
- Forecast of Aviation Activity & Critical Design Aircraft
- Establish Future Facility Requirements
- Examine Alternative Facility Layouts
- Draft a new Airport Layout Plan
- Form an Implementation Plan
As meetings occur a copy of the meeting materials will be added below. Drafted documents of the master plan narrative can be found on the Planning Documents page.
As meetings occur, materials will be added here.

FAQ
By FAA definition , an Airport Master Plan is a comprehensive study of an airport and usually describes the short-, medium- and long-term development plans to meet future aviation demand.
What this means is that it is a road map for how the aviation demands of the community can be met into the future with sufficient flexibility to allow for each different element of aviation to flourish at the airport as much as possible without impeding other growth.
The last Airport Layout Plan was completed in 2013, with two updates, one in 2017 and another in 2023. It needs to be updated to current FAA design standards. There is also a need to evaluate the configuration of the airfield to ensure the long-term protection of the airspace surfaces.
For each project, a Master Plan Advisory Committee is assembled to provide input and feedback through the process. The committee consists of community representatives, airport users, the FAA and State who contribute their time to assure the future facilities and needs of Eveleth – Virginia Municipal Airport will effectively serve the aviation demand into the future.
