Project Overview
Ongoing redevelopment, revitalization, and deteriorating pavement conditions along the 1st Avenue North corridor in Moorhead has prompted an evaluation to inform a proposed reconstruction of the corridor, which connects downtown Moorhead to US 10/75 (Center Avenue) to the east. This project will evaluate current and future conditions on 1st Avenue North from 12th Street North to Center Avenue (Hwy 10) and utilize stakeholder and public input to develop corridor concepts for implementation. The study process will begin with public input to gather feedback and observations that will inform the preliminary concepts developed for the 1st Avenue North Corridor.

What Factors Go Into the 1st Avenue North Corridor Study?
Timing for the 1st Avenue North project is dependent on funding, but reconstruction is needed to address rapidly deteriorating pavement conditions.
The City is seeking State funding, and construction is tentatively planned for either 2027 or 2028.
The City will coordinate improvements along 1st Avenue North with MnDOT.
- MnDOT is planning a project on Highway 10 and Highway 75 through Downtown in 2027.
- MnDOT is planning to reconstruct Highway 10/ Highway 75 (Center Avenue) from 13th Street through 34th Street in 2029 and 2030.

1st Avenue North is part of the Creative Pioneers District as identified by the Downtown Master Plan. Guidance from that plan will be integrated into this study and the design concepts for the 1st Avenue North Corridor.
