Project Overview
Ongoing redevelopment, revitalization, and deteriorating pavement conditions along the 1st Avenue North corridor in Moorhead has prompted an evaluation to inform a proposed reconstruction of the corridor, which connects downtown Moorhead to Hwy 10/75 (Center Avenue) to the east. This project will evaluate current and future conditions on 1st Avenue North from 12th Street North to Center Avenue (Hwy 10) and utilize stakeholder and public input to develop corridor concepts for implementation. The study process will begin with public input to gather feedback and observations that will inform the preliminary concepts developed for the 1st Avenue North Corridor.

The City of Moorhead and KLJ would like to thank residents, business owners, property owners, corridor users, and community partners who participated in the 1st Avenue North Corridor Study.
During the public engagement process, the project team collected feedback through an online interactive comment map, stakeholder meetings, direct outreach, and project communications. More than 70 comments and 350 community interactions were received, helping the project team better understand community priorities and concerns.
Key themes identified through public input included:
- Improving pedestrian safety and crossing opportunities.
- Maintaining efficient traffic operations along 1st Avenue North.
- Supporting bicycle and transit accessibility.
- Preserving business access during and after future construction.
- Enhancing streetscape features and overall corridor appearance.
The feedback received has been incorporated into the study recommendations and evaluation of corridor improvement alternatives. The project team has completed the Corridor Study and developed a recommended path forward that balances safety, mobility, access, and long-term community goals.
As the study concludes, City staff will use the findings to guide future project development, preliminary design, funding strategies, and implementation planning.
