Project Overview
Cheyenne River Sioux Tribe received $4.1 million in 2024 in grant funding from the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Transportation grant funding to complete the planning and engineering for the Eagle Butte Street reconstruction project. The project includes planning and preconstruction activities to address the aging roadways and pedestrian facilities, flooding issues, and lighting on Tribal roadways in Eagle Butte and the surrounding areas including Habitat Housing, Fox Ridge, No Heart, and a pedestrian pathway on Rodeo Grounds Road. It is expected planning activities will take approximately 1-2 more years to complete at which time the Tribe will seek additional funding to carry out the construction.

The project will generally be confined to stay within the road right-of-way. Road reconstruction and sidewalk improvements will require some tree removal and relocation of some fences that are currently located within the road right-of-way. Any disturbance outside of the right-of-way will be limited to the extent practical and will be coordinated with the individual residence.
The right-of-way refers to the area in around the roadway which is in the jurisdiction of Cheyenne River Sioux Tribe Transportation Department for construction and maintenance of the transportation infrastructure system. The right-of-way is typically 33 feet from the centerline of the roadway with a few exceptions, and includes the roadway as well as land area adjacent to the roadway to accommodate sidewalks, ADA ramps, street signage, street lighting, storm drain, and boulevards. Roadway right-of-way is kept clear of obstructions to provide a safe transportation system.
Streets will be widened and normalized in many areas to improve on-street parking. A few locations where parking currently requires vehicles to back into traffic, will also be replaced with on-street parallel parking.
The project will focus on improvements to storm drain facilities and street lighting electrical to accommodate roadway improvements within the road right-of-way. Coordination is being conducted with wet and dry utility providers outside of the CRST Transportation Department oversight, to allow for proper notification to accommodate improvements by others, that are within the road right-of-way
This purpose of this project is not to improve utilities as utilities are not owned or operated by the CRST Transportation Department. Some incidental utility work may be completed. Potential utility work may be completed as a separate project.
It is unknow when construction will take place as it is dependent on unpredictable availability of funding. Once the planning and engineering work is completed in 2026, CRST will apply for additional federal grant funds to complete the construction. More information will be provided when it is available.
The planning and engineering portion of the project costs approximately $4 million to complete. This includes roadway and utility infrastructure basemapping, planning, engineering, surveying, environmental, geotechnical, public engagement, and utility coordination.
The cost to complete all of the construction is estimated at $70 million. This significant investment will take many years to secure all of the funding, and will be completed in multiple phases to accommodate available funding.
The current roadway system is aging, inconsistent, and has deficiencies which include poor drainage, limited pedestrian facilities, inadequate lighting, and crumbling street surfacing. This will be a transformative project for CRST and will improve the quality of life for residents by improving safety, functionality, and access to all areas of Eagle Butte.
